Dr.
Stan Isaacs PhD
Dr Isaacs graduated with a Bachelor of Optometry Degree with
Honors from the University of New South Wales in 1975, and
was awarded the Martin Wells Prize for Diseases of the Eye
in the same year. In 1976 he was awarded a Master of Optometry
Degree. During the Masters Course he received the Hydron Prize
for Advanced Contact Lens Theory and Practice. During his
masters programme he was a clinical supervisor at the contact
lens clinic in the School of Optometry, University of New
South Wales. Dr Isaacs started private practice in 1977, specializing
in pediatric optometry and contact lenses. He was responsible
for forming the Singapore Optometric Association in 1980,
and was the pro-term President. In 1990 he was elected as President
of The Singapore Contact Lens Society, a position he still
holds to date. He has presented numerous research papers at
international and local Ophthalmology and Optometry conferences.
These presentations are usually associated with his current
researches on either myopia or contact lenses.
Dr Isaacs sat on the Standards Committee (Singapore) to draft
out the Singapore standards for contact lenses. In 1996 he
started working closely with Mr. John Mountford (The founder
of the BE Orthokeratology lens system) on Orthokeratology.
He was the first practitioner to do Ortho-K in Singapore and
was responsible for arranging, promotion and training of other
contact lens practitioners in Ortho-K. He arranged numerous
courses in Ortho-K in Singapore and Malaysia and was instrumental
in setting up the Orthokeratology Society of Singapore. He
has been the president of this Society since its inception.
Dr Isaacs obtained his PhD in 2004 for his work on “The cornea under
Orthokeratology”. He now also manages a clinical research
company, I & Vision Research Centre Pte. Ltd., which predominantly
does research for international contact lens and pharmaceutical
companies to determine how their products perform on Asian
(Chinese descent) eyes.

Dr. Derek Mladenovich, O.D., F.A.A.O., MPH
Dr. Mladenovich is a co-founder of the Institute for Public Health Optometry (IPHO). He is a course director for Evidence-Based Medicine at the Pennsylvania College of Optometry (PCO) and a chief preceptor for patient care at PCO’s Center for International Studies (CIS), through which he also works on developing optometric programs globally. He is a frequent lecturer in the US, Europe and Asia, and has published in the area of blindness prevention and public health.
Dr. Mladenovich obtained a doctorate in optometry from PCO (USA), completed an ocular disease residency at the Wilmington Veterans Administration Medical Center in Delaware (USA), and a clinical research fellowship in ophthalmology at the Johns Hopkins Wilmer Eye Institute (USA), from where he also holds a master of public health degree in international health.
Dr. Mladenovich has worked in community eye clinics in Latin America and Africa, and has served as an optometric consultant for the Norwegian Agency for Development Cooperation (NORAD), Ministry of Health and Social Services of Republic of Namibia and the Belize Council for the Visually Impaired (BCVI). As a fellow of the World Council of Optometry (WCO), Dr. Mladenovich has served as an external examiner for the International Rescue Committee (IRC) in the Karenni Refugee Camps in Thailand, where he continues to consult on the blindness prevention programs.
On behalf of the World Council of Optometry Dr. Mladenovich serves on the committees for the relations with the World Health Organization (WHO) and Public Health and Development Committee.
